EL1 IFA Salary - $125,352 - $129,256
Salaries in the department are provided through its Enterprise Agreement and supporting s.24(1) Determination. They may also be provided through Individual Flexibility Arrangements (IFA).
The department has an Individual Flexibility Arrangement (IFA) Framework applicable to employees at the APS6 and Executive Levels. Employees at these classifications may be eligible to receive salaries set out in the IFA Framework which are above those set out in the Enterprise Agreement and supporting s.24(1) Determination.
These IFAs can be negotiated prior to commencement and the IFA will be provided to staff on commencement with the department.

The Department’s Online Safety, Media and Platforms Division provides advice to Government on policy issues that affect the lives of all Australians, including broadcast TV, news media, online safety and digital platforms. We cover a broad range of issues, and lead the development of policy and regulatory responses which:
  • Ensure all Australians can connect to media and online services safely
  • Foster access and inclusiveness and underpin sustainable economic benefits to the community
  • Protect and promote Australian news, culture, community identity and media diversity to support and inform democracy and civil engagement
  • Sustain an efficient, vibrant and resilient Australian media industry

In a rapidly changing global technology and media environment we are focused on identifying and responding to both current and emerging policy issues. The Platforms and News Branch identifies emerging market policy issues relating to digital platforms, and advises on issues in areas such as online scams, dispute resolution and artificial intelligence. It has the lead on long-term policy issues relating to news and journalism, including developing policies to safeguard media diversity and the ongoing provision of high-quality public interest journalism.

It also has an expanding role in advising Government on matters relating to media literacy and combatting misinformation. The Branch works on issues of emerging importance, where new technologies are disrupting the economy, society and democracy, and where new regulatory responses that balance freedoms, productivity and protection from harms are required. Now is an exciting time to join the Branch.

The opportunity we have available
We are looking for people with policy experience to lead projects in the Platforms and News Branch of the Online Safety, Media and Platforms Division. The work you do will support the Minister for Communications to deliver meaningful policies which have a direct impact on the Australian community, and industry sectors. As an Assistant Director in the Platforms and News Branch you will work on some of the Government’s most challenging, topical, interesting and high‑profile policy challenges.

Work in these areas requires tactful, forward thinking and collaborative approaches to engaging across Commonwealth agencies and with key industry stakeholders, as well as a nuanced understanding of the how the evolving media environment will impact the everyday lives of Australians into the future. In the various roles across the Branch you will engage with a range of high profile, cross-cutting policy issues and contribute to the development and implementation of policy evidence-based responses, including regulatory and legislative reform.

There are a number of vacancies across the branch and this recruitment process will also be used to establish a merit list for a period of 18 months, for future EL1 opportunities in the Online Safety, Media and Platforms Division and the department, both ongoing and non-ongoing.

Information Integrity
The Information Integrity Section provides policy advice on disinformation, misinformation, electoral integrity, foreign interference and other issues of national interest in the communications, media and online services sectors. The section represents the portfolio on the Electoral Integrity Assurance Taskforce (EIAT), and has policy oversight of the Australian Code of Practice on Disinformation and Misinformation

News and Journalism
The News & Journalism Section provides policy advice to support the delivery of quality public interest journalism to Australian communities via trusted news sources. This includes the impacts of disruption, particularly digital, on the state of the current media market, the identification of mechanisms to promote sustainability of the news publishing sector and better equipping Australians to engage critically with news and information.

Key areas of responsibility include the sustainability of Australian media businesses, News Media Bargaining Code, the print and digital news media sector, public interest journalism, Media Literacy and Press Freedom.

Digital Platforms Market Issues
The Digital Platforms Market Issues Section is responsible for overarching strategy for digital platforms policy, with a particular focus on how the business models of platforms impact the consumer and business experience. The section examines the nature, dynamics, characteristics and trends of digital platforms markets, to identify risks and challenges. The section coordinates across government to identify and outline clear and sequenced policy and regulatory priorities over the short, medium and longer term.

What will you do?
As an Assistant Director in the Platforms and News Branch, you will work on some of the Government’s most challenging, topical, interesting and high profile policy challenges. The successful officer will take on a senior role in one of the sections mentioned above to:
  • Engage and consult across Government, the community, and industry (including digital platforms and the news media industry) to deliver policy outcomes.
  • Undertake research and analysis tasks required to develop new policy and legislation.
  • Lead staff by providing a positive work environment, clear direction, constructive feedback, and building capability.
  • Prepare strategic advice and briefings for the Minister and senior executive including meeting briefs, submissions and presentations on policy issues;
  • Develop and manage a range of stakeholder relationships with agencies in the Portfolio and across Government, the media and news sector, and digital platforms and online industry, and other organisations;
  • Develop and review legislation, draft policy papers, and Cabinet submissions.

The work you do will support the Minister for Communications to deliver meaningful policy which have a direct impact on the Australian community, and industry sectors.

Eligibility requirements
Employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts is subject to conditions prescribed within the Public Service Act 1999 including:
  • Citizenship: Candidates must be an Australian citizen to be eligible for employment with the department. Only in exceptional circumstances will the department consider waiving this requirement.
  • Health Assessment: The preferred candidate may be required to undergo a medical examination conducted by the department’s preferred medical provider.
  • Security Clearance:
  • The successful candidate must be able to obtain and/or maintain a security clearance at Baseline. Holding a Negative Vetting 1 or 2 clearance would be beneficial for some of the branch’s work. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances.
